Western Governors University (WGU, est. 1997) celebrates its 20th anniversary in 2017. It formed from a collaboration of 19 U.S. governors and offers an all-online educational experience, with access to an online library. It has received accolades from billionaire Microsoft cofounder Bill Gates, former U.S. President Barack Obama, two former U.S. Under Secretaries of Education, and others. Fast Company magazine named it one of the country’s most innovative companies for 2013, with other media organizations such as Time magazine also praising WGU. The university can boast the first online teacher’s college in the country, launched in March 2003. U.S. News & World Report listed it as the highest-ranked secondary school teachers prep program in their 2014 NCTQ Teacher Prep Rankings.

Ranking Methodology
Using data from NCES (National Center for Education Statistics), we applied the following approach:
- Find all American colleges/ universities indicated in NCES as offering “distance” bachelor’s programs. (NCES does not distinguish between distance and online programs.
- Filter to keep private, nonprofit colleges only.
- Drop colleges below a 25% undergrad graduation rate.
- Start with the lowest net price and manually verify and keep colleges that satisfy either of these conditions (degrees can be fully online, hybrid or blended):
- offer at least four online bachelor’s degree titles and at least one extra track/ concentration option OR
- offer at least five online bachelor’s degree titles
- Select the top 25 remaining colleges on basis of best net price.
- Sort colleges by average yearly net price.
NOTE: NCES defines Net Price as the average yearly cost per undergrad student, including, tuition, fees, books, room and board, etc., for a given college/ university — which can change each academic year, and may be influenced by factors outside of the institution. Note: Actual cost per online students may differ based on living arrangements. Because online students can potentially reside in the same state, city or even in residence, we’ve chosen to use the net price measure.
