This college rankings list covers bachelor’s degrees that could be termed “independent studies.” The main characteristic of these programs is that they allow some flexibility of study areas for students. Some such programs even allow students to design their own curriculum from multiple academic departments, within defined limits.
There is no degree titled “Independent Studies” in the NCES.ed.gov database. In fact, more than one program category makes up what we are calling Independent Studies. In NCES, they are as follows:
- Liberal Arts and Sciences/Liberal Studies
- Liberal Arts and Sciences, General Studies and Humanities, Other
- General Studies
- Multi-/Interdisciplinary Studies, General
- Multi-/Interdisciplinary Studies, Other
What colleges call these degree programs varies but include following:
- Adult Degree Program
- Bachelor of General Studies
- Bachelor of Interdisciplinary Studies
- Bachelor of Liberal Arts
- Bachelor of Liberal Studies
- Bachelor of Professional Studies
and others. The majority of the independent studies programs ranked for affordability in this article do define some required topic areas. However, a few allow for custom programs, with departmental permissions. Some are training for future elementary or special education teachers. Others are simply broad Liberal Arts programs that help adult students complete a bachelor’s degree that they’ve accumulated college credit for but have been unable to complete for one reason or another.

Before we get into the affordability ranking, here is a statistical overview of the 25 schools ranked in this list.

You can rapidly see that all of the schools ranked are public, and that out-of-state students pay significantly more tuition, officially. However, the net price per school is close to the in-state tuition cost for most of the schools ranked. The exceptions are the top three schools, which have significantly lower net price compared to in-state tuition. (What any student actually pays varies based on several factors.)

The University of Arkansas at Pine Bluff (UAPB) is a public HBCU established in 1873 as the Branch Normal College. It was originally, in name only, part of the University of Arkansas (then Arkansas Industrial University) but severed ties with them in 1927. In the 1970s it rejoined the university and is now part of the University of Arkansas System. Its campus in Pine Bluff, AK, is some 45 miles south of Little Rock and 150 or so miles southwest of Memphis, TN. It is part of the University of Arkansas system, which includes universities at Fort Smith (UAFS) and Monticello.
UAPB offers certificates and degrees: (associate’s, bachelor’s, master’s, doctorate – research) across six schools and colleges: School of Agriculture, Fisheries and Human Sciences; School of Arts and Sciences; School of Business and Management; School of Education; University College; Graduate Studies and Continuing Education. Undergrad students can attain the following bachelor’s level degrees: BA, BGS, BS, BSBA. For bachelor’s-level programs in independent studies, UAPB offers: Bachelor of General Studies (BGS). The program is designed for non-traditional adult students who have worked at least one year full-time in the previous five years, and who have not registered in another bachelor’s program in the year prior. Sac State also offers three other undergrad programs that take an interdisciplinary approach to the curriculum: (1) BA/ BS Environmental Studies; (2) BS Gerontology; (3) BA Humanities and Religious Studies. Minor and/or certificate options are available for some of these programs. The BA Liberal Studies program offers a traditional and a nontraditional track. Concord offers certificates and degrees: (bachelor’s, master’s) across seven academic divisions: Division of Business; Division of Education; Division of Fine Arts; Division of Humanities; Division of Science, Mathematics and Health; Division of Social Sciences; Interdisciplinary Studies. Collectively, these divisions offer over 60 majors and 40+ minors. Undergrad students can attain the following bachelor’s level degrees: BA, BS, BSEd, BSBA, BSW and others (12 in total). For bachelor’s-level programs in independent studies, Concord offers: BA or BS Interdisciplinary Studies (BA IND, BS IND); Bachelor’s General Studies (BGS). An IND minor option is available to bachelor’s students in other majors. (Alternatives include a BS Biology that has a Liberal Arts Emphasis allowing for selection from language and STEM topics.). The City College of New York (CCNY) is the oldest of the 24 CUNY (City University of New York) post-secondary institutions. This public, senior college was known as the Free Academy of the City of New York when it was founded in 1847. CCNY’s two campuses are currently in the west-central part of the Harlem neighborhood of Manhattan, some two miles north of Central Park.
CCNY offers certificates and degrees: (bachelor’s, master’s, doctorate – research) across eight divisions: The Bernard and Anne Spitzer School of Architecture; Sophie Davis School of Biomedical Education; Colin Powell School for Civic and Global Leadership; School of Education; Grove School of Engineering; Division of Interdisciplinary Studies at Center for Worker Education (CWE); Division of Humanities and the Arts; Division of Science.
